098/09 In attendance M Holland (Parish Council Clerk), 2 Members of the Public, 2 members of the Police Force. 099/09 Apologies for absence Resolved: that apologies from Cllr. Scull had been received.
100/09 Disclosures of interest No Disclosures of Interest in any of the tabled items to be considered at the meeting were notified by any Members of the Parish Council.
101/09 Admission of the Public Resolved: that in accordance with the Public Bodies (Admissions to Meetings) Act 1960 and the Local Government Act 1972 (s100/100a ss2/Schedule12A), no Agenda items were to be held in closed session. 102/09 Police Matters (P.C. Southgate in attendance until 7.10 p.m.) Copies of the NPT- Addingham Newsletter, which details statistics of local crimes, were circulated to Members. No crimes were reported in Addingham. Attention was drawn to the new local policing priority for monitoring of, and issuing of fixed penalty notices to, vehicles which were parked on the footpath. 103/09 Previous Minutes
Resolved: that the presented Minutes of Addingham Parish Council’s ordinary meeting held on 21st October 2009 be agreed as a correct record and signed by the Chairman, with the following amend: Minute ref 062/09 Matters arising from Previous Minutes. Minute ref 072/09 Finance change to 075/09 Finance. Matters arising from previous Minutes
(043/08) De-classification of B6160 and traffic calming measures outside the school. Advice from Keighley Area Office is to continue to lobby Ward Members on this matter (012/09) Resident Permit Parking on Bolton Road- Per (043/09) above, continue to lobby Ward Members and inform residents of above decision.
(029/09) Village Guide- Advertising Tariff invoices for January 2010 to December 2010 to be sent out this month. A report of total amount received will be brought to Council in December.
(047/09) Parking Issues- see appendix 2. The matter would be covered at the December Meeting when a report and recommendations prepared by Cllr’s Brady and Campbell would be considered.
(068/09) Access Gala Field- Keith Appleyard is to investigate whether an access gate can be installed as part of the wall modifications.
(073/09) Bridleway at Highmill- Still under “ legal Order”. North Yorkshire C.C. have applied for a legal order. Some objections were received and these are being dealt with by NYCC. Countryside Services to liaise with NYCC to ascertain status of this scheme.
(085/09) Allotments- Planning Officer maintains that planning permission for a change of use must be applied for. Clerk to commence Planning Application process. Proposed new allotments- quote for additional cost of rotavating and weed killing of £420.00 received from Robin Ellis.
(087/09) Land Rent- awaiting response from YLCA on rent increases implementation.
(088/09) Xmas Lights- Ann Cryer M.P. and Gala Queen will switch on the Xmas Lights.
(089/09) ARC- Addingham Conservative Trust want their grant to be applied to a specific village project. They are not against applying the funds to the proposed lay-by and wall alteration, but need assurance that the proposal will go ahead, which is dependent on receiving the grant from the Ward Investment Fund.
(094/09) – residents request for extended parking permission. Query has been forwarded to Highways Dept.- a response is still outstanding.
104/09 Planning Committee Minutes Resolved: That the Minutes from the Planning Committee meeting held on 7h October 2009 are received by the Parish Council.
105/09 Steve Brown Major Highways Unit – proposed Pedestrian Crossing on Main Street, Addingham. See appendix 1
Mr Steve Brown gave a presentation to the Parish Council, which included drawings of the proposed Crossing, outside the new medical centre. The implications of the siting of the crossing were discussed. Resolved: The Parish Council would support the removal of the planning application condition for a pedestrian crossing. They also requested that investigations be made as to whether the current entrance could be widened and lineage introduced to prevent parking in the immediate vicinity of the entrance to the medical Centre/ Memorial Hall Car Park on Main Street, (to the East Side of the entrance). 106/09 Allotments (see appendix 3)
A report prepared by a resident, previously circulated to Members, was presented to the Parish Council. As the report was not detailed on the agenda the Parish Council were unable to make a decision on its contents, this would be deferred to the December Meeting.
Resolved: Clerk to investigate whether there are voluntary/charitable organisations, detailed in the report, who would undertake the installation of the wiring around the existing Stamp Hill Allotments. 107/09 Land Rents Resolved: to increase the annual rent for allotment gardens from £ 35.00 to £40.00 per annum.
108/09 ARC The Public event was to be held on 28/11/09, where public opinion and feedback on the proposed ARC would be sought. Addingham Primary School - Chair of Governors had been consulted over the potential siting of a community facility adjacent to the School. Cllr Widdup updated Members on a visit made by herself and Keith Appleyard to Addingham Youth Centre, where the attendees provided feedback on existing facilities and input to facilities they would like to see and use. All of the above comments and feedback would be fed into the ARC document
109/09 Community Grit Bins
Members were in agreement that a community grit bin scheme was a favourable idea. Resolved: Clerk to ascertain the practical impact of running a community grit bin scheme and report back to members. 110/09 Power of Well Being Act Resolved: Clerk to confirm the additional powers of expenditure allowed by the Power of Well Being Act, and report back to members.
111/09 Proposed new ESBD School for pupils with emotional, social and behavioural requirements. A Consultation. Members expressed concern at the distance from Addingham to the proposed site of the proposed new ESBD School, off Bowling Hall Road, and the impact of travelling this distance on any pupils from Addingham.
Resolved: Council support building of a new school, but the above concerns should be noted in response to the consultation.
112/09 Waste Development Plan Document (DPD): Issues and options Consultation. Resolved: Cllr. Campbell to review Document and report to members at the December Meeting. 113/09 Matters reported by the Clerk to Bradford MDC. A list was circulated
114/09 Chairman’s remarks and Correspondence A summary of notable correspondence was presented and discussed, and the following decisions made in Consequence: Resolved: Following no request for an election, due to resignation of Cllr. N. Smith, the co- option process of advertising the vacancy in the Gazette and display of Notices on Notice Boards had been implemented. Clerk to complete Charity Commission return for William Hoffman Wood for a Playground for Children, updating the Trustee Information held. Clerk to complete adoption of Red Telephone Box on Cocking Lane, subject to consent for removal of equipment being approved by Bradford MDC. Clerk to establish ownership of Car Park at High Mill and correspond with residents, if applicable, over cutting down of trees at the car park entrance and in field adjacent. Clerk to respond, without prejudice, to request for information of any flooding events at Low Mill Village. 115/09 Finance Resolved:
1. That the list of invoices paid and due for payment be approved and cheques signed as required.
2. Mazars External Audit Report for the year ended 31 March 2009: was received by the Parish Council and, in accordance with their recommendations, the prepared and previously circulated risk assessment was accepted and approved by the members.
Date of next meeting
The next Ordinary meeting of Addingham Parish Council will take place on Wednesday 16 December 2009 starting at 7.00 p.m. in The Old School. Note: These minutes are subject to approval as a correct record at the December 2009 Parish Council Meeting
There being no further business the meeting closed at 8.55 p.m.
Appendix 1 Proposed Pedestrian Crossing, Main Street, Addingham.
Summary of implications of installation of proposed pedestrian crossing:
• To install the crossing the Contractor will have to enter into an agreement with the Highways, Major Works, Department to carry out the work on the Public Highway. • Interested Parties, e.g. Highways Department, Metro have consulted with Steve Browns Department. • The Crossing would require restricted parking lineage of 16 mtrs. each side of the crossing. This would result in the loss of the Bus Stop outside the Memorial Hall and a loss of parking spaces on Main Street. • The crossing does not fit the criteria for installation; i.e. volume of traffic is not sufficient to require a crossing.
Parish Council Comments:
• Removal of bus shelter would be very unpopular. • The current new paved area, entrance to the medical centre, prevents two cars using the entrance/exit at the same time. • Improved access by widening and use of yellow lines to prevent parking close to the entrance; improving visibility, would be preferred options.
Appendix 2 Traffic Survey
Cllr’s Brady and Campbell, who carried out a survey on 18/11/09, made the following comments and observations.
Park Crescent- vehicles cut across the chevrons making exiting from Park Crescent dangerous and a potential accident site.
Moor Lane- speeding vehicles had been reported. Suggest request for traffic survey made. Investigate possibility of speed bumps or chicane.
Southfield Terrace- beck overflowing onto the road – report to Bradford MDC.
Main Street- improve sight lines near new medical centre. - Double- parking outside the Olive Grove possible site for yellow lines. - Residents parking outside the newsagents, (nr. Swan PH), too many residents for too few spaces. Southfield Terrace – investigate hut placed at top of Southfield Terrace.
Cllr. Lingard commented on parking between North Street and Beacon Street. Cllr. McLachlan commented on use of current “green space” for car parking.
Appendix 3 Allotments
To provide allotments on the same basis as currently there is very limited funding available and the Parish Council would not be eligible to apply for funding.
To provide allotments which would encourage community access and collaboration, improves the environment and sustainability, there is funding available. Access to this funding would be through a voluntary organisation. e.g’s of community allotments: • involving school children • allotments for use by disabled groups which would incorporate raised beds • use by adults with mental health issues – heath benefits
