119/09 Apologies for absence
       Resolved: that apologies from Cllr’s. Coates, A. Jerome, P. Jerome, Scull & Widdup had been 
       received.
120/09 Disclosures of interest            
       No Disclosures of Interest in any of the tabled items to be considered at the meeting were   
       notified by any Members of the Parish Council.
121/09 Admission of the Public
       Resolved: that in accordance with the Public Bodies (Admissions to Meetings) Act 1960 
       and the Local Government Act 1972 (s100/100a ss2/Schedule12A), no Agenda items were    
       to be held in closed session.
 
 122/09 Police Matters  (P.C. in attendance until 7.10 p.m.)
      Copies of the NPT-  Addingham Newsletter, which details statistics of local crimes, were circulated to
      Members. Addingham remains a very low crime rate area.
      Speedwatch Campaigns continue to be conducted regularly.
      Cllr. Mclachlan gave details of theft of building supplies from a site in Addingham. The Police Officer would 
      check crime- report details.
 
123/09 Previous Minutes
       Resolved: that the presented Minutes of Addingham Parish Council’s ordinary meeting    
       held on 18th November 2009 be agreed as a correct record and signed by the Chairman.    
            
Matters arising from previous Minutes
(043/08) De-classification of B6160 and traffic calming measures outside the school. Advice from Keighley Area Office is to continue to lobby Ward Members on this matter. Clerk to meet with Headteacher of Addingham Primary School to discuss School opinion and support for speed calming measures.
               
(012/09) Resident Permit Parking on Bolton Road- Per (043/09) above, continue to lobby Ward Members.
(029/09) Village Guide- Income received to date = £ 45.00, Total amount invoiced £355.00. Up to date information to be provided at the January Meeting(068/09) Access Gala Field- The Planning Officer has given agreement in principle to a permanent opening in the Wall on Stockinger Lane as part of the proposed lay-by alteration. (073/09) Bridleway at Highmill- Still under “ legal Order”. North Yorkshire C.C.  have applied for a legal order. Some objections were received and these are being dealt with by NYCC. (Per Rights of Way Dept it is happening but it is a long drawn out process, N.B. the objections may be intractable).(087/09) Land Rent- In instances where the Agreement has no clause relating to rent increases, the Parish Council impose a rent increase and send with an accompanying letter asking Tenant to agree to new rent. If they do not agree to new rental amount, then 12 months Notice to quit can be issued by the Parish Council.

(087/09)- Sale of land- per advice received from YLCA- Members need to consider benefit of sale against retained ownership. Proceeds have to be spent on a capital project or invested in a bank account until applied to a capital project. Agenda Item for January, members to discuss, reach decision and Minute.
(105/09) Proposed Pedestrian Crossing @ New medical centre- Major Work’s dept, Highways have checked the width of entrance and it agrees to the Architect’s Drawing at 4.9 mtrs. Yellow Lines to east of Junction will be subject to a TRO, the plans do show Yellow lines either side of the entrance– this is to be followed up with the Medical Centre Architect by the Highways Department.
A suggestion has been put forward by Major Works to install Bollards to deter parking in the first space
(triangular shape and not an official car parking space) which will help with access issues.
(106/09) Wiring of existing Stamp Hill Allotments- Still to investigate whether this can be undertaken by a voluntary organisation.124/09 Planning Committee MinutesResolved: That the Minutes from the Planning Committee Meeting held on the 4th November be received by the Parish Council.        
 
125/09 Highways Maintenance
Cllr McLachlan highlighted the problems of overgrown Dykes on Bradford MDC maintained Highways, and in particular Crossbank Road, and the effect on potential flooding. Bradford MDC have not undertaken maintenance of the dykes for a number of years.
Prior to the Parish Council taking a decision, as to whether to fund the maintenance, Ward Councillors had to be made aware of the problem. A request should be made to the Environmental Department to comment on the lack of maintenance and the impact on flooding in the surrounding areas.
Resolved: Clerk to inform Ward Councillors and invite comment on the reduction in maintenance.
Clerk to liaise with Environmental Dept, to establish impact on flooding in surrounding areas including Moor Lane.
         
126/09 Allotments
Resolved: The provision of additional allotments is to satisfy, as far as possible, the current demand for allotments; and funding of the new allotments will be provided by the Parish Council
And it was further
Resolved: As Planning permission would only have to be sought for the proposed hard standing area, the new allotment site would be created without the hard standing area. The site would be created in such a way as to allow the addition of a hard standing area in the future should the need arise because of parking and obstruction issues on Silsden Road. Members would review the need for a hard standing area once the new allotments were established and in use.
127/09 Community Bus Survey.Resolved: Members agreed to support a survey of potential users of this service, including inclusion of a survey in the next Addingham Parish Council newsletter. Clerk to inform Chairman of Ilkley & District Good Neighbours Community Transport and request a questionnaire for inclusion in the Newsletter.          128/09 Traffic Survey report (Appendix 1)Resolved: Clerk to arrange an on site meeting with Representative from Highways Department and Cllr’s. Campbell and Brady to discuss the report details.
Copies of Traffic Report to be sent to residents of Moor Lane and Park Crescent.
Clerk to write to Highways requesting a solution be put forward by Highways to re-design of Park Crescent/ Church Street/Main Street Junction.
Request for School to include a request for Parents for considerate parking in The Acres and Aynholme Drive area in their Newsletter.
Cllr Lingard added Beacon Street, near to North Street as an area where problem parking and obstruction existed. Cllr. Lingard disclosed a Personal Interest in this addition as a resident of Beacon Street.
129/09 Community Grit BinsResolved: Clerk to complete forms requesting the supply of a Community grit Bin on Stockinger Lane and Crossbank Road, and submit to Keighley Area Office for approval.

Resolved: To fund the refilling of the grit bins, cost of £35.00 per re-fill, to a maximum of three times per year
         
        
130/09 Power of Well Being Act
The Power of Well Being Act confers powers on Parish Councils, which meet certain criteria, to incur expenditure which exceeds the S137 limit; expenditure which falls outside the powers of the Parish Council but which is deemed to be for the benefit of some or all of the residents.
 
Resolved: Clerk to work toward qualification which would satisfy one of the listed criteria.
131/09 Waste Development Plan Document (DPD): Issues and options Consultation.Cllr Campbell reported that this document dealt with the distribution of waste.  The method of distribution was under review and 124 possible sites for dealing with waste distribution had been identified, no sites were in close proximity to Addingham.Resolved: Clerk to submit response to Consultation that Addingham Parish Council would abide with the decisions made.         
 
132/09 Matters reported by the Clerk to Bradford MDC. List circulated.
 133/09 Chairman’s remarks and Correspondence
       A summary of notable correspondence was presented and discussed, and the following decisions made in
       Consequence:
       Resolved:
        Clerk informed Members of Ilkley Business Forum, which was open to all LS29 Business’s.
        Clerk to confirm, with Highways, that notices placed by roadside advertising local events 
        were illegal and to establish Bradford MDC policy on removal.
        Members were notified of repairs to Xmas lights.
        Members were notified of funding bid from “Bovril Fund”, by Friends of Ilkley Moor and
        given details of website for voting purposes. Project ref. YHOT 00069.
        Permission granted to remove dead tree at Silsden Road Recreation Ground.
       
134/09 Finance
     Resolved:
1. That the list of invoices paid and due for payment be approved and cheques signed as
      required.
2. Grant Request, Saw Mill Residents Committee -Members did not approve the grant application and were in agreement with Bradford MDC opinion that a fence, beck-side of the path, was not necessary.
 
Date of next meeting
    The next Ordinary meeting of Addingham Parish Council will take place on Wednesday 20th January 2010
    starting at 7.00 p.m. in The Old School.
