ADDINGHAM PARISH COUNCIL
ORDINARY MEETING HELD AT THE OLD SCHOOL ROOM, ADDINGHAM WEDNESDAY 24 JUNE 2009 AT 7.00PM
MINUTES 021/09 Present Cllr’s. Campbell, Coates, A. Jerome, P. Jerome, Lingard, McLachlan, Taylor (Vice-Chair) & Widdup - (Chair). District Cllr. Mallinson 022/09 Absence Cllr’s. Scull and Smith.
023/09 In attendance M Holland (Parish Council Clerk), 3 Members of the Public, 1 member of the Police Force. 024/09 Apologies for absence Resolved: that apologies from Cllr’s. Scull and Smith had been received.
025/09 Disclosures of interest No Disclosures of Interest in any of the tabled items to be considered at the meeting were notified by any Members of the Parish Council.
026/09 Admission of the Public/ Resolution to Vary the Order of Business
Resolved: that in accordance with the Public Bodies (Admissions to Meetings) Act 1960 and the Local Government Act 1972 (s100/100a ss2/Schedule12A), no Agenda items were to be held in closed session. Resolved: to Vary the Order of Business to be transacted in the meeting by moving Agenda Items 6 and 7 to be included in Agenda Item4, and moving agenda item 9 to be considered after agenda item 4.
Police matters – Copies of the NPT were circulated and details of local crimes noted. Copies of the NPT can be viewed on-line at westyorkshire.police.uk/npt/addingham. A request was made for a list of “Addingham Policing Priorities” to be made available for display on the Council Notice Boards.
Civil Parking Enforcement – John Williams, Civil Enforcement Supervisor gave a presentation on the introduction of Civil Parking Enforcement. • Introduced 26/03/09 to take over from Traffic Warden service. • Deal with “lines and signs” parking issues, obstruction matters need to be referred to the Police. • Bradford area of operation is divided into 6 sections, Addingham is included in Keighley Area. • Officers work a variety of shifts between 7.00 a.m. and 9.00 p.m. A number of questions and comments were made by members of the Parish Council. See appendix.1 Resolved: To invite representatives from Highways and Parking to visit Addingham to discuss, with members of the Council, the parking issues and possible solutions. 027/09 Addingham Gala
A request for funding was made by a Representative of the Gala Committee. Resolved: The Parish Council agree to a contribution of £650.00 toward the running costs of the Gala, and further Resolved: Cllr’s Coates, Lingard and Smith would represent the Parish Council at the Addingham Gala
028/09 Previous Minutes
Resolved: that the presented Minutes of Addingham Parish Council’s ordinary meeting held on 20th May 2009 be agreed as a correct record and signed by the Chairman, with the following amend: 011/09 date to read 6th April. Matters arising from previous Minutes
(043/08) De-classification of B6160. Data logging exercise has been carried out. Data will be analysed and forwarded to the Parish Council. (083/08)Fitness Class: Due to a very low take up the Fitness classes have stopped. A request to transfer the grant from the Addingham Conservative Trust to fund the start up of an Art Class for the Elderly has been made. The A.C.T will confirm if this is possible after their August meeting. Art classes – funding sources still to be investigated see above. (224/08) Gala Committee: Permission must be sought from the Conservation Officer before any permanent alterations to the wall bordering the Football Field on Stockinger Lane could be carried out. (277/08) Road Safety- Reduction in speed limit on the A65 is considered in Agenda Item 13 Correspondence, as a formal response to the proposed 50mph speed limit has been requested by the Traffic & Highways Department, Bradford MDC.
(278/08) Swan Car Park- The Landlord will not compromise on the Parish Council approaching the Brewery, as Landowners, to seek permission for marking out of parking bays and a commitment for long-term use as a Public Car Park.
(282/08) Chairman’s remarks and correspondence Hen Pen Benches- Benches are to be treated by Streetscene Maintenance Dept.
(012/09) Resident Permit Parking on Bolton Road- Keighley Highways Department have confirmed that they are undertaking some investigations to see whether it is feasible to place the request on the Traffic Regulation Order list, this is necessary to provide new or change waiting restrictions.
029/09 Village Guide The proposed advertising tariff was discussed and in light of the current economic climate it was
Resolved: The Parish Council would fund a further production run of the Guide. The Clerk to write to advertisers confirming the above and proposing the introduction of an Advertising Tariff from January 2010 onwards.
030/09 Co-option of Councillor Cllr Jerome declared a personal interest as Chairman of the Trustees of The Memorial Hall, Addingham and the applicant being a member of The Memorial Hall Management Committee.
Proposed by Cllr A. Jerome. Seconded by Cllr Taylor. Resolved: Mrs Dawn Brady be co-opted to Addingham Parish Council. Clerk to complete required paperwork, and inform Mrs Brady of the decision.
031/09 Hen Pen The original quote submitted to Keighley Area Office did not include provision of a rail. In order to complete the Hen Pen project and install a safety rail to the new ramped access to the Hen Pen it was
Resolved: Clerk to initially request funding from Bradford MDC, Disability Grants Highways Department, and secondly from the Parish Plan Grant as the Hen Pen is a project defined within the Parish Plan. Thirdly to fund from Precepted funds should grants not be available.
032/09 ARC Cllr A. Jerome expressed the following: • The building of a new Medical centre resulted in a loss of the Playground and the Scout Hut. • The Civic Society had taken on the proposed replacement of the playground and had completed grant bids for external funding. • The Parish Council had a responsibility to the Scouts to help replace their facilities, and there was a need from the Football Club to replace their changing rooms. • A scheme had been put forward which consisted of a modular building • The original Lottery Bid had failed to establish a need for a community building • It has been nine months since the resolution to facilitate the development of the ARC had been passed by the Council.
The Chairman of the Scouts expressed the Scouts support for the ARC project and it also had the support of The Guides as another user group.
District Cllr. Mallinson expressed the following The project was an opportunity to achieve a community building for Addingham residents. It was a long process and cited the successful example of the Baildon Link
Response from Steering Committee • Resolution passed in September 2008 was to ensure that the Sale of land for the Medical Centre proceeds were used to benefit as wide a number of Addingham residents as possible. • Advice on funding and legal status was being sought from external bodies • Feedback from Addingham residents was to be sought through Newsletter, Press Article and the Council Surgery held at the Gala. • The next Steering Committee meeting was to be held on 2nd July 2009.
033/09 Chairman’s remarks and Correspondence A summary of notable correspondence was presented and discussed, and the following decisions made in consequence. Resolved: Clerk to confirm that there were no objections to the proposed reduction in speed limit to 50mph along a section of the A65. Section concerned was consistent with Parish Council request. Clerk to respond to two letters received from Addingham Business’s, expressing their concerns over the impact on trade and accessibility of the new double yellow lines on Main Street. (from Old Station Way to Good Food Café) Clerk to respond to Keighley Area Office questionnaire on Local Action Plans by review of previous Minutes.
034/09 Finance Resolved:
1. That the list of invoices paid and due for payment be approved and cheques signed as required.
2. The Annual Return be signed and submitted to the External Auditor and Notice of the Inspection of Accounts be placed on the Council Notice Boards. Clerk to complete an Annual Risk Assessment, following advice of Internal auditor.
035/09 Date of next meeting
The next Ordinary meeting of Addingham Parish Council will take place on Wednesday 15th July 2009 starting at 7.00 p.m. in The Old School.
There being no further business the meeting closed at 9.05 p.m.
Appendix 1 Parking issues
Cllr. Taylor- 8 Officers to cover the Keighley area is not a large number, how many traffic wardens would have patrolled this area? Addingham has parking problems at particular times of the day. The fact that Civil Enforcement is self funded leads to a concentration of parking officers in areas where more income will be derived.
J. Williams- The same equivalent number of traffic wardens would have covered Addingham. There are 46 officers for Bradford Area, they are concentrated in the busy areas as this is where most parking problems occur.
Cllr Campbell- Double parking is a problem in Addingham, which means the problem has to be referred to the Police. Bolton Road Car Park has a maximum waiting period of 12 hours, is it to be made into a pay & display car park?
J.Williams- Obstruction, (no lines) is dealt with by the Police. Residents can report parking issues to the Parking Department and they will be dealt with accordingly. Bolton Road Car Park should say a max of 4 hrs parking, Signage is to be amended to reflect this and parking bays marked. There are no plans for a change to Pay & Display
Cllr A.Jerome- Restricted parking during the day may be appropriate but need to consider the needs of residents at night.
Cllr McLachlan – Effects on businesses and residents need to be considered. Does the Parking Dept have any jurisdiction over Wheel Clampers.
J. Williams- Private Wheel Clampers are not in the jurisdiction of the Parking Dept. There are no plans to introduce clamping by the Civil Enforcement Dept in the immediate future but it may be a possibility for persistent offenders in the future.
District Cllr. Mallinson – Quality of service across the whole of the Bradford District should be a priority, not just in the areas that result in greater revenue.
Cllr A. Jerome- need to consider the effect of parking issues and possible solutions may have on businesses and residents of Addingham. Cllr Taylor- there are not sufficient resources to police all area and some problems seem to fall between the Police and Civil Enforcement.
